Governor Cuomo Declares Public Health Emergency in Response to Flu

Executive Order Issued to Permit Pharmacists to Administer Flu Vaccinations to Patients Between Six Months and 18 Years of Age

Albany, NY (January 12, 2013)

Governor Andrew M. Cuomo today declared a Public Health Emergency for all of New York State in response to this year’s increasingly severe flu season. The Governor issued an Executive Order which allows pharmacists to administer flu vaccinations to patients between six months and 18 years of age. This Order suspends for the next 30 days the section of State Education Law that limits the authority of pharmacists to administer immunizing agents only to individuals 18 years of age or older.

Already 19,128 cases of influenza have been reported in New York this season, far more than the total of 4,404 positive laboratory tests that were reported all of last season (2011-2012). Additionally, as of January 5, 2013, the New York State Department of Health (DOH) received reports of 2,884 patients hospitalized with laboratory-confirmed influenza, compared to 1,169 total hospitalizations in 2011. To date, two children in New York State and eighteen children across the United States and have died as a result of this year’s seasonal influenza.

“We are experiencing the worst flu season since at least 2009, and influenza activity in New York State is widespread, with cases reported in all 57 counties and all five boroughs of New York City,” Governor Cuomo said. “Therefore, I have directed my Administration, the State Health Department and others to marshal all needed resources to address this public health emergency and remove all barriers to ensure that all New Yorkers – children and adults alike – have access to critically needed flu vaccines.”

The Governor strongly urges New Yorkers who have yet to receive a flu shot to schedule one immediately, as influenza cases continue to rise sharply across the State. To ensure all New Yorkers know the importance of – and have easy access to – flu shots, the Governor announced that the State Health Department (DOH), working closely with county, regional and private health care partners as well as local health departments, will launch a broad promotion of flu immunization. As part of the promotional effort, ongoing flu-related information and resources will be continuously updated and disseminated via press advisories and media events, dedicated websites and social media sites such as Facebook and twitter.

The State Health Department will also continue to issue health advisories to healthcare providers, hospitals, long-term care facilities, local health departments and pharmacies to strongly advise all New Yorkers who have not already received their influenza vaccine to do so immediately, and to encourage all providers to continue to administer the influenza vaccine to their patients. DOH provides to health care facilities a web-based tool kit for influenza vaccination programs: www.health.ny.gov/prevention/immunization/toolkits/.

New Yorkers can find a local vaccine provider by visiting http://flushot.healthmap.org/ and entering their zip code. New Yorkers without internet access can call 1-800-522-5006 or through TTY access at 1-800-655-1789 to find a nearby provider.

West Brook Project Receives $500,000 Gift

Construction work being performed in 2011 on the south parcel of the West Brook Conservation Initiative project in Lake George. The new stormwater treatment complex and environmental park will treat millions of gallons of stormwater and add a new outdoor venue at the southern end of the Lake.

The diverse public and private partners working to establish an environmental park in Lake George Village, known as the West Brook Conservation Initiative, announced last week a recently approved grant for $500,000 from The Wright Family Foundation. This leadership grant will support creation of the Children’s Adventure Play Area that promises to be an interactive centerpiece of the park once completed.

Currently under construction on the south parcel of the former Gaslight Village property, the West Brook Conservation Initiative is the largest environmental project in the Lake’s history. The stormwater treatment complex and environmental park will redirect stormwater from Route 9 into settling ponds, marshlands, and a gravel wetland. Interpretative education, outdoor play, and live entertainment are all central features of the park. Design of the environmental park has been done by Elan, PLLC of Saratoga Springs, NY.

Heather Ward, Executive Director of the Foundation said, “The Wright Family Foundation is pleased to support this extraordinary environmental conservation initiative that will help safeguard Lake George for our children and grandchildren. We are encouraged by the collaboration and partnership of The FUND for Lake George, the Lake George Association, the Lake George Land Conservancy, and local governments that have made this park possible. The grant furthers our mission of making this world a better place for children and the environment. We are delighted to contribute to this project as stewards of our precious lake for the future.”

These sentiments were echoed by numerous other individuals who have been central to development of the project, including Lake George Village Mayor Bob Blais who said, “The Wright Family Foundation’s extremely generous grant will allow us to complete the creative and unique Children’s Adventure Play Area and further our efforts towards protecting Lake George.”

Joining in the plaudits for the Foundation’s major contribution was Walt Lender, Executive Director of the Lake George Association, who said, “The Children’s Play Area promises to be a magnet for children of all ages and a defining feature of an extraordinary park designed to entertain even as it helps protect the environmental health of our beloved lake. Construction of the play area would not have been possible without the vital support of The Wright Family Foundation and numerous other contributors that have come together to embrace the vision and fulfill the promise of this very special place.”

“The Foundation’s visionary gift represents a legacy investment in the most ambitious environmental restoration project ever undertaken for Lake George. It is an investment that will deliver returns for many generations to come, to the delight of children and adults alike, as well as to the lake we all love,” said Eric Siy, Executive Director of The FUND for Lake George, one of the partnering groups behind the project.

Fundamental to the success of the project has been a $15 million capital campaign led by the public and private interests involved. These interests include two of the area’s local governments, the Village of Lake George and Warren County, and three environmental groups, The FUND for Lake George, the Lake George Association and the Lake George Land Conservancy. Completion of the park is expected in late 2014.

NY State Museum ~ Seneca Ray Stoddard Exhibition

The New York State Museum will celebrate the Adirondacks and Lake Champlain on Saturday, November 3rd with “Adirondack Day,” an inaugural daylong event that will complement the Museum’s exhibition on iconic Adirondack photographer Seneca Ray Stoddard.

The FREE event, from 10am to 4pm, will include a concert, lectures, displays, tours and films presented by the New York State Museum and many of the North Country’s leading educational and cultural institutions. The Adirondack Council is a supporter of the event.

Guided tours will be offered of the Seneca Ray Stoddard: Capturing the Adirondacks exhibition. The exhibition includes over 100 of Stoddard’s photographs, an Adirondack guide boat, freight boat, camera, copies of Stoddard’s books and several of his paintings.

Remembering September 11th

On September 11, 2001, I was about three miles from the Pentagon going through some training that the company I worked for had sent me to. I was in a computer lab, learning some new software and on a break around 10:00 a.m. someone said that a plane had flown into the one of the World Trade Center Towers. People started checking online and then all of sudden we heard fighter planes flying above us. I went outside and saw three fighter planes flying real low and smoke coming from the Pentagon. Everything was cancelled immediately. I still have a grainy picture on my phone of the military jets flying above Virginia.

The world changed that day for all of us.

Since then I’ve been to the World Trade Center site and back to the Pentagon. One of my resolutions for this year, is that I will make it to the Shanksburg, PA memorial.

Whatever you’re doing today, let us all never forget.

Power Cable Proposed to Run Underground Through Dresden / Possibly Increase Tax Base

The Champlain Hudson Power Express is a proposed power transmission line that is anticipated to bring clean energy from the U.S.-Canadian border to New York City. The line will be a high voltage direct cable that will be placed in waterways or buried along railway routes to minimize impacts to local communities and the environment.

The proposed project extends 333 miles from the U.S. — Canadian border to New York City. Plans call for two, 5-inch diameter cables to be placed underwater or underground. The underwater portions of the preferred route include Lake Champlain and the Hudson River between Albany and Manhattan.

Presently, the proposed route for the transmission cable brings it out of Lake Champlain and through Dresden along Route 22. Basically, it would exit Lake Champlain north of Clemons and run alongside Route 22 all the way to the South Bay Bridge crossing Lake Champlain.

The developers of the line are still in the process of obtaining approvals but hope to begin construction in 2014. Dresden could potentially receive additional tax revenue because the cable could be considered an “improvement,” increasing the assessed value of the land that the cable is placed upon.

The developers claim that the project will cost approximately $2 billion and the goal is for the cable to be in service by the fall of 2016. The $2 billion project represents one of the largest investments in New York State history and will create an average of more than 300 jobs during the 3 ½ year construction period.

LGA Supports Senate Invasives Bill

The Lake George Association supports a new bill on invasive species introduced in the New York State Senate by Senator Betty Little, Bill S6826. A companion to the bill introduced earlier this month in the assembly, this new Senate bill will authorize the Department of Environmental Conservation (DEC) to establish a list of invasive species that will be prohibited from being sold, transported, and introduced in New York State.

“The Lake George community spent over $630,000 in 2011 to fight the Asian clam alone,” said Walt Lender, executive director of the Lake George Association, “and we expect to spend a similar amount in 2012. We need to do everything we can to prevent the very expensive spread of invasive species. This New York law will help us to do that on a statewide basis.”

Assembly members Sweeney and Sayward introduced a similar bill – A9422 – earlier this month.

“The LGA thanks Senator Little, and assembly members Sweeney and Sayward, for taking the lead on this important legislation,” said Emily DeBolt, LGA Director of Education. “Many of our neighboring states throughout New England have already established laws of this kind, including Vermont, Connecticut and Massachusetts. It is essential that New York State join them so we can work together regionally to help prevent the spread and introduction of invasive species,” she said.

Once introduced, invasive species are expensive to eradicate and manage, and threaten valuable industries in New York State. As a nation we spend $167 billion each year to address only the economic impact of invasive species. In addition to significant ecological and health impacts, invasive species can prevent access to waterways important for the fishing industry, and can invade forests and farms, resulting in the loss of timber and crops.
